I dont know about this dll myself.

http://www.sysinternals.com/ has a process explorer tool which you may like.

installed both the player and encoder tools for windows media 9

found some spoken voice samples in raw wave format online.

used the encoder to encode many variations using the speech codec
(Constant bitrate, Variable bitrate, bitrate, temporal compression etc)
I think there were 3 possible bitrate settings 7,11 and 19K.

you can then use either of these two tools :

Graphedit

(allows creating graphs to play or convert data etc.)

Gspot
http://www.headbands.com/gspot/

these tools work for video as well by the way.
