Folk on the mjpeg-tools list swear by the Canopus ADVC-100. That will
give you DV which is editable and takes 12GB an hour.
You use dvgrab to capture and kino to edit: http://kino.schirmacher.de/
For creating DVDs mjpeg-tools or transcode may be better choices than
mencoder.
