That's not MPEG audio, that's PCM (basically same as uncompressed WAVE).
What's more, 11024 samples/sec isn't a rate that mp3lame can work with. 
Please read the mplayer manual page on '-srate' to resample the audio as
it comes in and look at 'lame -?' for what samplerate/compressed
bitrates are available.
