[MPlayer-users] Fitting a big file on a 700mb cd with mencoder?

So i used ffmpeg to encode some file into svcd with this command:

$ ffmpeg -i movie.avi -target svcd ~/movieout.mpg

Well, that worked and all, but now i have a really big file:

1403389232 Jun 4 02:05 movieout.mpg

How do i go about fitting this onto a cd? I looked around and it seems  
that mencoder can do it:

However, the instructions don't work for me. After i do this command  
'mencoder -oac copy -ovc copy INPUT.FILE -o OUTPUT2.FILE -ss VALUE' , i  
end up getting like a 4kb file. Maybe the instructions/command options are  
outdated on that page or maybe i am doing something wrong?
