Normalizing will change the sound data. It may not hurt much but since
you are probably already converting from one lossy encoding to another
why add another potential degradation.
Use vorbisgain to set the playback volume for OGGs. Go to
www.replaygain.org for a full explanation. It requires support in your
player but mplayer and xmms both support it.
