Well, first, I think running "vorbisgain" (easy to find on the web) on
the ogg file, before merging into an ogm, would solve your problem much
better than setting the volume manually.

If you don't like vorbisgain for some reason, you can use "-af volume"
in your "mplayer" command-line to set the volume in the output file
"audio.wav" before you even encode it to vorbis.
