okay

i tried two tests myself with guesses for a reason

missing or unable to load libdha - error but does not match your error
wrong permission (non root) - error but does not match your error

maybe you could run a test
uncomment the debugging printf statements in the
libdha/pci.c code for pci_scan function.

rebuild
reinstall this library
re run your test with hopefully now more debugging output.

this will help in seeing more about what is happening.
