I've got the same DVDs.  No they aren't, they just have A LOT of 
duplicate frames.  2 out of every 3 frames are usually duplicates, 
except when the scene is panning.  Sometimes even more.  If mencoder 
supported a good variable frame rate format, you could use the decimate 
filter on most animation with fantastic results.  But I'm not going to 
hold my breath for that.
