False alarm, sorry :)

Tested the same source with keyint=15 and no softpulldown and it got up to 
9fps.
Tested another PAL source and it gave me 8fps. So I got 15fps only in a 
dark underwater scene I was testing. Probably it chose a very quick cmp 
function for that scene.
