The subtitles for Elvish are not a separate stream. They are "forced"
subtitles in a given stream. Hardware DVD players will show these even
if "no subtitles" is selected. Somebody submitted a "forced subtitles
only" patch to the dev-eng list lately, it is already in CVS. Update
from CVS and check the manpage.
