If its not a stream, try wget and if that gets a file, look in it.  In
this case:

mplayer -ao alsa9:emu10k1 rtsp://streams2.omroep.nl/nps/dekortefilm/filmbank/cityatnight.rm

worked for me.  Your ao is probably different.
