Depending on your source content and framerates used, it always might
be necessary to skip frames. If you use -noskip/-mc 0, you should be
VERY careful to ensure that you haven't broken A/V sync in the output
file. There's a very good reason mencoder sometimes skips frames.

Unfortunately mencoder's handling of A/V sync is somewhat broken, so
often it will skip a frame and then duplicate a frame just a few
frames later... In theory adjusting -mc (to an appropriate nonzero
value) should reduce this problem.

Or maybe he's just stupid, since he keeps double-posting, breaking
threading, and not listening to any of the advice he's given... And of
course he's using divx, which suggests he's not too bright to begin
with...
