AFAIK mencoder doesn't support anything like that. If you mean "if the input 
sound is something and you ask to add into avi that same something, is the 
sound processed?" then the answer is no. -oac copy takes data and puts it to 
new avi 1:1.

There's actually no reason why you should be increasing ac3 volumes, just get 
better decoding software with support to realtime normalization (mplayer for 
example, though not by using liba52's own (or then I'm just all wrong 
here :))).
