That's why you've got

[mosgalin at washi income]$ rpm -qf /usr/src/linux-2.4.20-19asp/include/linux/fb.h
kernel-source-2.4.20-19asp
[mosgalin at washi income]$ rpm -qf /usr/include/linux/fb.h
glibc-kernheaders-2.4-8.10

Those files differ quite a lot.

sure kernel developers forget about some user stuff, but that's where
linux distribution developers kick in and fix after them. Well, at least
in ideal world; but fixing at least some of original software bugs is
the great thing about them.
