I believe this is a driver / hardware limitation since it cannot scale
to anything bigger than the actual display (try shoving your window half
off-screen and then resize it to be bigger than your actual desktop. Does
not work here).
So the panscan probably just zooms in by scaling the image bigger and
setting a window inside which just doesn't work on our hardware.

why is crop slow? but anyway, you can't change cropping on the fly, so
it is not as comfortable as it should be :-)
