It's hard to tell, since you don't give any information on how you've
configured TV out at the moment, but I would recommend using the
program available at

http://sourceforge.net/projects/nv-tv-out/

I would propose always choosing a resolution matching your TV norm,
eg 768x576 for PAL and configuring an X mode for this resolution.  At
least that's what I do.
