Are you saying that I should use "vqscale=3" for the first pass if I 
expect the average quantizer to be about 3 for the second pass? When 
I've used vqscale in the past, I've always used 2 and the bitrate has 
far exceeded the desired one. I'll try a value of 3 next time.
