You should read the mailinglist more carefully. The thread about the mpeg2 
encoder should answer your question. 

The only  mpeg2 encoder available under linux is mpeg2enc from mjpegtools 
package. mpeg2enc takes yuv-frames and converts it to mpeg1/2. If you want to 
use mplayer, you can use mplayer as decoder, scaler and for denoising and 
filter and choose yuv output for mplayer and pipe it in mpeg2enc. 

Have a look at mencvcd in the tools/ dir.
