I think no.

Set the permissions of
/usr/local/share/Skin to 755
/usr/local/share/Skin/default to 755
/usr/local/share/Skin/default/* to 644

and if you wanna use other skins

/usr/local/share/Skin/* to 755
/usr/local/share/Skin/*/* to 644

I found that problem too.
