You can't yet. IMHO the best way to do what you want is to just encode
with -oac copy (you need some sound there for a/v sync to work) and
then encode the separate audio tracks as ogg files, and use ogmtools
to merge them all together into one .ogm file.

Some people will complain that ogm isn't as widely supported as avi
and this is true....but multi-audio-track avi isn't widely supported
at all and several windows players get it totally wrong. Also with ogm
you get the benefits of ogg audio, which means you can get better
quality at ~70 kbit/sec than mp3 at 128kbit. And that means more room
for high quality video!
