-noskip only disable skipping because of a-v sync correction!
resulting:
1. don't expect a-v sync when using it! a-v sycn code is disabled then...
2. it won't disable skipping of missing/duplicating frames, coming from
input and output fps differ (dvd telecine...) or broken frames at input
