Yes, I've come to that conclusion myself after looking at the definition 
  of PSNR in this context.  The term seems a bit of a misnomer in that 
it sounds like a "signal" quantity when it is in reality more like a 
"transfer function".

In this light, I agree entirely with your comments on comparing PSNR.
