No. It doesn't *have to* be a multiple of anything to play it with
ffmpeg, just with broken encoders/decoders like divx. The issue is
that YOU WILL WASTE BITS AND MAKE YOUR ENCODING LOOK BAD if it's not.
The issue is similar the what happens with black borders. There are
certain methods which an encoder could use to reduce the waste, but
I'm not aware that any encoders currently do this. Perhaps the ffmpeg
coders could explain whether ffmpeg takes such measures.
