I suspect your problem has something to do with the
use of B-Frames that are currenty BUGGY in all recent
versions of mencoder. I already reported it, other
people confirmed they had the same problem, but
apparently none of the developers took those posts as
serious.
Try removing "vmax_b_frames=2" and "vb_strategy=1"
from your command line and see if it works.
