Hi,

I don't know why, but there is a typo somewhere. From mplayer.1

vqmin=<2-31> default 3
vqmax=<1-31> default 15

Form tech/libavc-options.txt

vqmin 2-31 ...
	....
	2 is recommended for normal mpeg4/mpeg1video encoding (default)
	
vqmax 1-31 (maximum quantizer) for pass1/2
        31 default
