The problem is obvious: -ovc copy only copies the frames as they are in the 
input stream, it can't change them in any way. That would require 
recompressing the stream -> you lose quality.

Instead if your goal is to encode the stream to svcd compliant format, use 
mencvcd with -vop expand in the mplayer options part. Theres absolutely no 
need to have mencoder anywhere in the process as it can't output mpeg2.
