asf files ha sno framerate - simple, eh? :)
they are variable rate, each frame has a time duration value atatched.
i've files with really long (5-15 seconds) long frames but i've seen >50fps
ones too.
the only way is converting .asf to .avi with mencoder, using a fixed fps
(select by trial) with -ofps, and then convert that .avi with mencvcd.
mencoder will drop/duplicate frames to reach the wanted fix fps.
use raw video and copy audio codecs with mencoder to maintain quality
