This somehow solved my problem.. the value should actually be -ofps 24 though.

I did find where the -ofps was mentioned in the docs, but it was not made 
very clear that this option is needed to properly encode dvd's

I am willing to make a patch for the docs if a developer will apply it to the 
cvs source.  Also.. would it be possible to make -ofps 24 the default when 
encoding to avi files?
