Does it help to issue an "artsshell suspend" before starting mplayer?
If you do not have too many system events enabled, arts should not interfere
anymore. If, however, you did enable a sound system event for a newly
created window, arts might wake up again, und you still have to wait 1 minute.

This depends on whether the sound device is occupied by mplayer before the
window is created or after.
