hello,
according to the manual (which you always should read carefully ;)
mencoder -vop scale=720:480 should work...
however an aspect of 1.8 _could_ be some strange aspect ratio embedded
into a 16:9 image with black bars, if the picture looks weird, try 
scaling to 16:9 (e.g 1024:576). in this case you might want to crop 
the black bars, check out the manual/docs for this...
