there is, as the core sometines include filters for other use, and they
shouldn't do anyhting else.
for example,. the 'expand' filter can resolve stride mismatch, and also can
render osd. it's auto-loaded for this job, but no one wants to resize image
then. scale is used for colorspace conversion too, without resizing etc
