that is not the case.

firstly the cpu is surely strong enough, since i can record divx+mp3 at
that resolution and bitrate easily with for example vcr. (i tried slower
resolutions as well, same effect.)

and cpu load is quite low during mencoding, there is more potential in the
cpu, it does not cause the problem. besides, if there would be a cpu
problem, than probably it won't be exactly half the value of 25 always,
with any bitrate setting (video and audio)
