Ok.  My ~/.mplayer/Skin looks exactly like that.  I
have the default skin in a subd
~/.mplayer/Skin/default, an strace shows mplayer
looking in the right place:
O_RDONLY) = -1 ENOENT (No such file or directory).

The permissions are 640.  I get the same result as
root or user.
