Well, from what I know and have read, the easiest way to upload a skin is to tar it, then bzip2 it
and upload to incoming folder of the ftp

Oh, and if it isn't in the docs, maybe it can be added to the 
"X. How To Be A Famous SkinMaker in 5 mins!" section?
