Because the win32 loader doesn't compile with optimization enabled (-O2).

I don't know why, and the avifile authors don't know too.

Btw the loader code is used only for loading the DLL, so it is not
speed-critical. But we really need -O4 for the native codecs, at least for
mpeg1/2 and opendivx.
