The patch is impossible to review.  Real changes are mixed with the
gratuitious UTF-8 conversion.  The UTF-8 conversion is wrong.  The HTML
files on the homepage are created from several files all of which would
have to be converted at once and the encoding in the HTML header has to
be adapted.  Also, there is no need for a patch to accomplish this, it's
just a matter of running the files through iconv.
