[MPlayer-translations] Please fix some chars in DOCS/ru/video.xml

Hi, All

I don't know how to insert proper unicode chars for "BalАzs RАcz"
(line  and "BalAzs Kerekes" int DOCS/ru/video.xml when working in  vim
with russian locale.

Can anybody with proper locale fix it?
If so, please remove related FIXME too.
