Hi froggies and all,

here is my last change of the encoding-guide.xml file. Comments are 
welcome and if you have solutions to some of my problems, well, you are 
welcome:
    -what is the point and what does this mean: " From this point 
forward, demux_mpg should never say it finds "30000/1001 fps NTSC content."?
    -the link "http://www.divx.com/support/guides/guide.php?gid=10" at 
the beginning of 13.2.1 seems oudated, I replaced it by 
"http://en.wikipedia.org/wiki/Telecine" in the french version, so some 
french should propose me something better in french and someone else 
should decide if my proposed link is the best one and change it in the 
english version.

Le reste en francais:
    -depuis le début, je traduis les 3 termes "field, frames et images" 
par les 2 termes "trames et image" ce qui implique des limites floues, 
est-ce que qqun a mieux?
    -en 13.1.12.2, j'ai mis :(i.e. toutes les trames décodent le même 
nombre d'échantillons). Je ne suis pas sur que ca veuille dire qqchose, 
vous avez mieux?
