[MPlayer-translations] German translation of bugreports.xml

Hi there!

I'm glad to announce that I made some progress with translating the xml 
docs. :) I've attached the xml file for review. The first part is the "howto 
bugreport" appendix -- not that much but a first (and imho important) step. 
Also, I could use some text from the far outdated bugreports.html file (which 
would now be completely useless).

This email also contains a diff for the Makefile to include the "de" 
directory.

Any comments are welcome!
