Hi,

Michael fixed the evil qscale=1 bug in libavcodec, and rewrote quantizer
code, now it's perfect! I've got no blocks at all even in 352x288...
And speed is also very good, at the same or even faster than libfame now.

Anyway i've finished moving code to video filters, and at the same time i've
removed built-in mpeg1 encoder support from -vo mpegpes!
