[Mplayer-dvb] another speed idea

Hi,

I've got an idea: most (low-middle bitrate) divx files has a lot of skipped
macroblocks. I mean some (usually half of the frame in average) 
macroblocks doesn't change. It means: we don't have to send them again to
the DVB card -> we win some time and cpu power!
I'll implement this today to see the results.

The only problem: high bitrate (>1000kbps) files usually has no skipped MBs.
So this trick can't help there.
