[MPlayer-DOCS] DOCS/xml/en/bugs.xml seems to be outdated

Hi!

Some part of DOCS/xml/en/bugs.xml seems to be outdated:
1)

Only a few driver supports scaling/zooming,
don't expect this from x11 or dga.

I'm disagree with this, I'm using -vo x11 for years and have no probles 
with scaling or zooming.

2)

OSD/sub flickering.
x11 driver: sorry, it can't be fixed now
---
I can't see any fosd/sub lickering while using -vo x11, it seems that 
this bug was fixed a long ago.

Please, review this file.
