This is a complicated one. I *think* that strictly in a phrasing like
that "on" would be correct, but I also don't think I'd ever use that
phrasing; I would say either e.g. "You don't have permission to write to
that file" or "You don't have write access to that file", avoiding the
question entirely. The latter form could be adapted here ("You need
write access to the DVD device"), but the result is still not ideal.
