OK, let me phrase my question more precisely:
What should I put in help/help_mp-zh_TW.h.charset?

This is a decision that I will leave up to you. If you think UTF-8 is
preferable, I will convert the file. If GBK is more convenient, I will
leave it as-is. You know about Chinese and the needs of Chinese users,
I don't.
