Because "Load" is a verb, and thus "Load subtitle." is a full sentence -
but "skin browser" is a noun phrase (my guess as to the corresponding
full sentence would be "open the skin browser" or something like that).
"Toggle playlist." I think actually makes more sense than "playlist", as
an explanation of what is being done (although I don't actually know if
I understand how a playlist can be toggled - ?), but presumably there
was a reason for the change at the time.

The rule used in MPlayer's documentation is that if a sentence has a
verb, then it gets to begin with a capital letter and end with a period,
but if it doesn't have a verb then it doesn't do either of those.
