The term here should be "partition". A partition is any intra- or 
inter-block smaller than a macroblock. A subpartition is specifically a 
4x4 or 4x8 inter-block, so called because h264 first divides a macroblock 
into 8x8 partitions and then decides whether to subdivide them.
