[MPlayer-DOCS] [RFC] Snow encoding draft

Hi there,
A new release is approaching, and lots of new great stuff happened in
MPlayer/MEncoder/FFmpeg.
Snow is now getting quite a bit of attention from encoding
enthousiatics, and the official doc lacks a basic documentation about
how to get started with it.
The attached document should address that (it should land in
DOCS/tech/snow.txt for now).
It's based on some post written by Loren on Doom9 forum, and tries to
follow as much as possible the manpage style.

Please comment, review, and consider for inclusion before the official
release.
