That's the part of the man page that I worked on, so I guess that's my
job to answer your questions.
Here, the only problem is the double "a", right?
I'm gonna fix that in next commit.

You're right that there's a problem here.
It's: "tcplx_mask will raise the quantizers"
When you raise quants, you decrease quality.

I don't understand what you mean... but if your problem is to understand
the meaning of DC, I can't help you with it right now, I don't know.
