[MPlayer-DOCS] splitting -docs list

Sounds like a good idea to me; this was part of the reason why I was
reluctant to join -docs initially, when it first split off from
-dev-eng. It turns out that some of the traffic is of interest to me
after all, but the translation-related things are still above my head.
