[MPlayer-DOCS] splitting -docs list

i propose we split mplayer-docs into two lists: mplayer-docs and
mplayer-translation. many developers are probably discouraged from
being on -docs because it's flooded with so many translation patches
that most of us don't even understand, much less care about. i'm
subscribed to -docs, but i find it hard to keep up with all the real
changes among all the translation-related stuff.
